Weird fit. Top is oversized and the skirt is on the smaller side

I was excited to by this pattern for summer as it looks playful and fun. Unfortunately, the sizing is all wrong. I purchased a size 8 and the shirt is like a size 12. The pattern is fun but the quality is cheap.
